Add images to Images to PDF, arrange them with the arrows and create your PDF. Each photo is placed on a separate A4 page. The output follows the order of the file list.
Prepare your photos
Use JPG, PNG or WebP. If your phone saves HEIC files, export them as JPG first; this version cannot open HEIC. For sideways document photos or unwanted borders, use the document photo editor first and download the corrected image.
The limits are 40 MB per file, 120 MB total and 30 files. These help manage memory but do not guarantee that every device can handle the largest batch.
Create your PDF
- Open Images to PDF.
- Select one or more images. Use Choose files again to add more.
- Use the up and down arrows to arrange them. Select × to remove an image.
- Under Page orientation, choose A4 · Portrait or A4 · Landscape.
- Select Create PDF, then Download PDF when processing is complete.
How images fit on the page
Each image is centered on an A4 page with its proportions preserved and a 24-point margin. The chosen orientation applies to every page. There is no separate orientation setting per page. Images with different proportions leave extra space; edges are not cropped to fill the page.
Images are encoded as JPG before being embedded. Transparent areas become white. This tool has no option to fill the whole page or size each page to its photo.
An example page order
For an application with a front, back and attachment, arrange the list as follows:
- Front photo
- Back photo
- Attachment photo
After changing the order, create the PDF again. A previously downloaded PDF does not update when you change the on-screen list.
Is the text searchable?
This tool places images on PDF pages; it does not perform OCR. Text in photos is not converted to selectable text. Searchable or accessible documents require additional OCR and accessibility work.
If you already have PDFs, use Merge PDFs without converting them to photos first.
